ICSMS — the EU market-surveillance information system

ICSMS is the behind-the-scenes system authorities use to coordinate market surveillance and share product investigation results across the Union.

What it is

ICSMS (the Information and Communication System on Market Surveillance) is the EU system that market-surveillance authorities use to coordinate their work — sharing information about products they have checked, tests performed and measures taken — so that enforcement is increasingly Union-wide rather than purely national.

Why it matters for compliance

ICSMS is mostly an authority-facing tool, but its existence matters to brands: it is part of why a problem detected in one Member State can travel. Combined with the public Safety Gate and increasingly automated online surveillance, it means a non-compliant product is more likely to be detected, investigated and acted on consistently across markets.

How to use it

  • Understand that surveillance is coordinated — assume a finding anywhere can travel.
  • Pair this awareness with Safety Gate monitoring for the public-facing signal.
  • Keep your technical documentation ready, since an authority can request it and share findings.

Good to know

The framework strengthening this cooperation is Regulation (EU) 2019/1020, which tied authorities and customs together and resourced surveillance across the Union.
