What it is
The Toy Safety Regulation (Regulation (EU) 2025/2509) replaces the long-standing Toy Safety Directive (2009/48/EC). It tightens limits on hazardous chemicals in toys — reflecting the heightened protection EU law gives children — and, significantly, requires a Digital Product Passport for every toy, carrying compliance and safety information accessible via a data carrier.
Why it matters for compliance
For a toy brand the regulation is both a stricter safety standard and a data obligation: the information that proves compliance must be structured, maintained and made accessible. A toy typically also engages REACH, RoHS (if it has electronics), the Batteries Regulation, packaging rules and the GPSR as the floor — so it is a multi-regime product where missing one regime invalidates the claim.
How to use it
- Re-check toys against the updated chemical limits.
- Plan for the toy Digital Product Passport as part of your data backbone.
- Map every other regime a given toy engages (REACH, batteries, packaging, electrical).
- Design and test to the relevant EN 71 standard parts for the safety properties they cover.
