The Hot-Water Boilers Directive was one of the EU's earliest energy-efficiency laws for heating: it pushed inefficient boilers off the market and introduced a star rating.

It applies to manufacturers, importers and distributors of new boilers between 4 and 400 kilowatts fired with liquid or gaseous fuels; multi-fuel boilers and some other appliances are excluded.

Adopted in 1992 and aligned with later measures, its efficiency-setting role has since 2013 largely been taken over by the Ecodesign and Energy Labelling regulations for space and water heaters, which set today's binding requirements.
