The Paints Directive limits the volatile organic compounds in decorative paints, varnishes and vehicle-refinishing products, and it is a market-access restriction, not a guideline.
It applies to manufacturers, importers and distributors of two product families: decorative coatings for buildings, and vehicle-refinishing products.
Adopted in 2004, it applied a first phase of maximum VOC values from 1 January 2007 and a second, stricter phase from 1 January 2010, through the national law of each member state.
You assign each product to its subcategory, determine the VOC content of the ready-to-use product with the prescribed methods, stay at or below the limit in grams per litre, label the subcategory, limit and maximum content, and keep the records.
