The Plastics Implementation Measure is the EU's dedicated rulebook for plastic food-contact materials: which substances may be used, how much may migrate, and how to prove it.

It applies to manufacturers of plastics and articles, converters, importers and suppliers of substances, for materials made of plastic, plastic multi-layers and the plastic layers in multi-material constructions.

Adopted in 2011 and amended many times since, it sets a single Union list of authorised substances, an overall migration limit of 10 milligrams per square decimetre, and specific migration limits per substance.

You build the formulation only from the Union list, identify every substance with a specific limit, run migration testing with the right food simulants and worst-case conditions, verify the results against the limits, issue a Declaration of Compliance, and check the declarations you receive.
